Regulation of Thammasat University on Student Activities, Thammasat University, B.E. 2563 (2020)

Thammasat University

Whereas it is expedient to make a regulation of Thammasat University on student activities; by virtue of section 23(2) of the Thammasat University Act, B.E. 2558 (2015), and by resolution of the University Council at its meeting No. 11/2563 on 28 September B.E. 2563 (2020), the following Regulation is made.

Preliminary

Citation

This Regulation is called the "Regulation of Thammasat University on Student Activities, Thammasat University, B.E. 2563 (2020)."

Commencement

This Regulation shall come into force on the day following the date of its announcement.

Definitions

In this Regulation:

"the University"
means Thammasat University;
"a Faculty"
means a Faculty or College, and includes an institute or other unit however named that provides instruction and has undergraduate students;
"Tha Prachan Campus"
means Thammasat University, Tha Prachan Campus;
"Rangsit Campus"
means Thammasat University, Rangsit Campus;
"Lampang Campus"
means Thammasat University, Lampang Campus;
"a Campus"
means Tha Prachan Campus, Rangsit Campus, Lampang Campus, or any other campus established by the University;
"student"
means an undergraduate student of Thammasat University, or a student studying in a continuing bachelor's-to-master's degree programme, but does not include a student studying in a bachelor's degree programme for graduates or a programme that admits students who have already completed a bachelor's degree;
"TUSC"
means the Thammasat University Student Council;
"a Campus Student Council"
means the Student Council of Tha Prachan Campus, the Student Council of Rangsit Campus, the Student Council of Lampang Campus, or the Student Council of any other campus established by the University;
"TUSU"
means the Thammasat University Student Union;
"the TUSU Executive Committee"
means the Executive Committee of TUSU;
"a Campus TUSU Executive Committee"
means the Executive Committee of TUSU at Tha Prachan Campus, at Rangsit Campus, at Lampang Campus, or at any other campus established by the University;
"the Election Commission"
means the Election Commission of Thammasat University;
"the Faculty Student Committee"
means the Faculty Student Committee, the College Student Committee, or the Institute Student Committee, whichever provides undergraduate instruction of Thammasat University;
"the Student Dormitory Committee"
means the Student Dormitory Committee of Thammasat University;
"a student activity club"
means a student activity club of Thammasat University;
"the Student Affairs Committee"
means the Student Affairs Committee of Thammasat University.

Enforcement by the Rector

The Rector shall be in charge of the enforcement of this Regulation.

Title 1: Rights and duties of students in student activities

Freedom of expression

In carrying out student activities, students shall have freedom of expression within the limits of the law and the University's regulations, having regard to being responsible members of society.

Objectives of activities

Students have the right to carry out student activities under the following objectives:

  • (1)
    to promote learning and self-training to become good citizens responsible to society;
  • (2)
    to promote virtue and ethics;
  • (3)
    to promote and preserve arts and culture;
  • (4)
    to promote learning in academic subjects and professions;
  • (5)
    to promote unity among students;
  • (6)
    to promote and develop good character, sound health, and good human relations;
  • (7)
    to promote and support creative initiative;
  • (8)
    to promote living happily and safely, using natural resources sustainably, and preserving the environment.

Title 2: The Thammasat University Student Council ("TUSC")

Chapter 1: Composition of the TUSC

Composition of the councils

There shall be a TUSC composed of the members of each Campus Student Council, as follows:

  • (1)
    the TUSC of Tha Prachan Campus, composed of thirty members of the TUSC who are undergraduate students studying at Tha Prachan Campus, elected by the undergraduate students studying at Tha Prachan Campus;
  • (2)
    the TUSC of Rangsit Campus, composed of fifty members of the TUSC who are undergraduate students studying at Rangsit Campus, elected by the undergraduate students studying at Rangsit Campus;
  • (3)
    the TUSC of Lampang Campus, composed of twenty members of the TUSC who are undergraduate students studying at Lampang Campus, elected by the undergraduate students studying at Lampang Campus.

Where any other campus is established by the University, the TUSC of that campus shall be composed of twenty members of the TUSC who are undergraduate students studying at that campus, elected by the undergraduate students studying at that campus.

TUSC Executive Board

There shall be a TUSC Executive Board in the TUSC, appointed by the Rector, composed of:

  • (1)
    the President of the TUSC;
  • (2)
    the First Vice-President of the TUSC;
  • (3)
    the Second Vice-President of the TUSC;
  • (4)
    the Secretary-General of the TUSC;
  • (5)
    the First Deputy Secretary-General of the TUSC;
  • (6)
    the Second Deputy Secretary-General of the TUSC;
  • (7)
    the Chair of the TUSC's Standing Committee.

A member of the TUSC may hold only one position under paragraph one.

The TUSC Executive Board shall have the powers and duties, including the responsibility, to administer all affairs concerning the TUSC, provided this is not contrary to any regulation, rule, or order of the University.

Campus Council Executive Board

There shall be a Campus Student Council Executive Board in each Campus Student Council, composed of:

  • (1)
    the President of the Campus Student Council;
  • (2)
    the First Vice-President of the Campus Student Council;
  • (3)
    the Second Vice-President of the Campus Student Council;
  • (4)
    the Secretary-General of the Campus Student Council;
  • (5)
    the First Deputy Secretary-General of the Campus Student Council;
  • (6)
    the Second Deputy Secretary-General of the Campus Student Council;
  • (7)
    the Chair of the Campus Student Council's Standing Committee.

A member of a Campus Student Council may hold only one position under paragraph one.

The Campus Student Council Executive Board shall have the powers and duties, including the responsibility, to administer all affairs concerning the Campus Student Council, provided this is not contrary to any regulation, rule, or order of the University.

Chapter 2: Powers and duties of the TUSC and Campus Student Councils

Powers of the TUSC

The TUSC shall have the following powers and duties, including responsibility:

  • (1)
    to propose opinions to the Rector or the University Council on matters affecting students;
  • (2)
    to make recommendations and give advice to the TUSU on the administration of student activities or matters affecting students;
  • (3)
    to consider and approve or disapprove the plans, projects, budget, and student-activity rules proposed by the TUSU Executive Committee;
  • (4)
    to monitor, examine, and evaluate the administration, operations, and budget expenditure of the TUSU Executive Committee, the Election Commission, and clubs, whether funded from amounts approved by the TUSC or otherwise obtained support, and to have the power to prescribe rules, or to request documents, or to invite the President of the TUSU or persons concerned to attend meetings or give clarification on relevant matters;Once the TUSC has considered the report under paragraph one, the TUSC shall summarise that report and submit it to the University for further consideration.
  • (5)
    to prescribe or approve student-activity rules relating to the establishment and operation of clubs under this Regulation;
  • (6)
    to consider and endorse the results of the selection of the Election Commission;
  • (7)
    to propose that the Rector or the Vice-Rector for Student Affairs issue rules or a University notice under section 88, or to propose amendments to this Regulation, by a resolution of not less than two-thirds of all members of the TUSC.

Powers of a Campus Student Council

A Campus Student Council shall have the following powers and duties, including responsibility:

  • (1)
    to propose opinions to the TUSC on matters affecting students studying at that campus;
  • (2)
    to make recommendations and give advice to the TUSU on matters affecting students at that campus;
  • (3)
    to monitor, examine, and evaluate the administration, operations, and budget expenditure, whether funded from amounts approved by the TUSC or any other support obtained, of the Campus TUSU Executive Committee and student activity clubs within that campus, and to have the power to request documents or to summon the Vice-President of the TUSU or persons concerned to attend meetings or give clarification on relevant matters;
  • (4)
    such other powers as the TUSC may assign.

Chapter 3: Election of the TUSC and Campus Student Councils

Election method and vacancies

The election of the TUSC and Campus Student Councils shall be by a party-list system, divided into lists by campus, and a candidate on any list must be a student studying at that campus.

Where a position of a member of the TUSC or a Campus Student Council becomes vacant for a reason other than the expiry of the TUSC's term, the President of the TUSC shall nominate the next-ranked person on the list of the student party concerned to fill the vacant position, submitting the nomination to the Rector within seven days from the date the vacancy became known.

The membership of a member of the TUSC who fills a vacant position shall last only for the remaining term of the TUSC.

Election rules and procedure

The criteria and procedure for conducting the election of members of the TUSC prescribed in this Regulation shall be as determined by the Rector on the proposal of the Election Commission, by issuing a University notice.

Right to vote

A person entitled to vote in the election of members of the TUSC must have the status of a student on the day of voting.

Eligibility to stand

A person entitled to stand for election as a member of the TUSC must have the following qualifications and must not have any of the following prohibited characteristics:

  • A.
    Qualifications
    • (1)
      being a student;
    • (2)
      having a cumulative grade point average of not less than 2.00;
    • (3)
      having studied at the University for not more than four academic years for a programme with a four-year duration of study, not more than five academic years for a programme with a five-year duration of study, or not more than six academic years for a programme with a six-year duration of study.
  • B.
    Prohibited characteristics
    • (1)
      having been subject to student disciplinary punishment within the one-year period before the date of applying for election;
    • (2)
      being a member of the TUSU Executive Committee or the Campus TUSU Executive Committee;
    • (3)
      being a member of the Faculty Student Committee, or a member of the Student Dormitory Committee, or a member of a club executive committee;
    • (4)
      being, or having been within the one-year period before the date of applying for election, a member of the Election Commission.

Timing of the election

When the remaining term of the TUSC and the Campus Student Councils is less than sixty days, the Rector shall issue a University notice calling a general election of members of the TUSC.

Chapter 4: Operation and meetings of the TUSC and Campus Student Councils

Selection of the President

The President of the TUSC shall come from an election by the TUSC, and if the President of the TUSC comes from any Campus Student Council, that person shall be the President of that Campus Student Council by virtue of office, and the members of the TUSC of the remaining campus shall elect one member of the TUSC to be President of that Campus Student Council.

A President of a Campus Student Council who is not the President of the TUSC shall be a Vice-President of the TUSC by virtue of office.

The Secretary-General and Deputy Secretary-General of the Campus Student Council to which the President of the TUSC belongs shall be the Secretary-General and Deputy Secretary-General of the TUSC by virtue of office.

Duties of the President

The President of the TUSC shall have the duty to control and oversee the operations of the TUSC and shall chair meetings of the TUSC.

The President of the TUSC shall have the power to issue orders or notices to carry out paragraph one.

Frequency of meetings

The President of the TUSC shall arrange for meetings of the TUSC to consider matters within its powers and duties at least once a month, except where there is a necessary cause preventing a meeting from being held.

First meeting of the Council

Within seven days from the date of the notice announcing the persons elected as members of the TUSC, and once the number of members of the TUSC is not less than three-quarters of the total number of members, the Rector or the Vice-Rector for Student Affairs so assigned shall call a meeting of the TUSC so that members may hold their first meeting.

For the meeting of the TUSC under paragraph one, the TUSC shall be composed of the members of the TUSC as they then exist, and the Rector or the Vice-Rector for Student Affairs shall chair the meeting, with the power and duty to control and arrange for the election of the President of the TUSC to be conducted.

Electing the President

The nomination of any member of the TUSC to be President of the TUSC must be seconded by not less than one-fifth of the number of members of the TUSC, and if only one name is nominated, that person shall be deemed elected once the meeting passes a resolution of endorsement by a vote of more than one-half of the members of the TUSC as they then exist.

First meeting of Campus Councils

Within three days from the date of the first meeting of the members of the TUSC, and once the number of members of the Campus Student Councils is not less than three-quarters of the total number of members of the Campus Councils, the Rector or the Vice-Rector for Student Affairs shall call a meeting of the Campus Student Councils so that members may hold their first meeting.

For the meeting of a Campus Student Council under paragraph one, the Campus Student Council shall be composed of the members of the Campus Student Council as they then exist, and arrangements shall be made for the election of members of the Campus Student Council to hold the positions under section 9.

Powers of Council Presidents

The President of the TUSC and the President of a Campus Student Council shall have the following powers and duties, including responsibility:

  • (1)
    to chair meetings of the TUSC or the Campus Student Council, as the case may be;
  • (2)
    to control the meetings and the conduct of business of the TUSC or the Campus Student Council, as the case may be;
  • (3)
    to act as representative in the external affairs of the TUSC or the Campus Student Council, as the case may be;
  • (4)
    to appoint a person or group of persons to carry out any business beneficial to the affairs of the TUSC or the Campus Student Council, as the case may be;
  • (5)
    such other powers and duties as the Rector or the Vice-Rector for Student Affairs may assign.

Acting President of the Council

Where there is no person holding the position of President of the TUSC, or there is such a person but that person is unable to perform the duty, the First Vice-President of the TUSC shall act in that person's place; if the President of the TUSC and the First Vice-President of the TUSC are unable to perform the duty, the Second Vice-President of the TUSC shall act in that person's place.

Where the President of the TUSC is unable to perform the duty and there is no one to act in that person's place under paragraph one, the TUSC Executive Board under section 8 shall select one of its members to act as President of the TUSC.

Acting President of a Campus Council

Where there is no person holding the position of President of a Campus Student Council, or there is such a person but that person is unable to perform the duty, the First Vice-President of that Campus Student Council shall act in that person's place; if the President of the Campus Student Council and the First Vice-President of the Campus Student Council are unable to perform the duty, the Second Vice-President of the Campus Student Council shall act in that person's place.

Where the President of a Campus Student Council is unable to perform the duty and there is no one to act in that person's place under paragraph one, the Campus Student Council Executive Board under section 9 shall select one of its members to act as President of the Campus Student Council.

Powers of Vice-Presidents

The powers and duties, including the responsibility, of the Vice-President of the TUSC and the Vice-President of a Campus Student Council shall be as determined by the President of the TUSC or the President of the Campus Student Council, as the case may be.

Duties of the Secretary-General

The Secretary-General of the TUSC and the Secretary-General of a Campus Student Council shall have the following powers and duties, including responsibility:

  • (1)
    responsibility for the general administrative work of the TUSC;
  • (2)
    to perform such other duties as the President of the TUSC or the President of the Campus Student Council, as the case may be, may assign.

The Deputy Secretary-General of the TUSC and the Deputy Secretary-General of a Campus Student Council shall assist with such various work as the Secretary-General of the TUSC or the Secretary-General of the Campus Student Council, as the case may be, may assign.

Appointing assistants

The Secretary-General of the TUSC and the Secretary-General of a Campus Student Council may propose the appointment of students as assistants in their own division.

The appointment under paragraph one shall be signed by the President of the TUSC or the President of the Campus Student Council, as the case may be.

Operating rules of the Council

The operation and meetings of the TUSC, apart from what is provided in this Chapter, shall be governed by the student-activity rules concerning the operation and meetings of the TUSC as determined by the TUSC.

The operation and meetings of a Campus Student Council shall apply the rules under paragraph one, mutatis mutandis.

Standing and select committees

There shall be standing committees or select committees of the TUSC to carry out matters within the powers and duties of the TUSC, with terms as determined by the TUSC but not exceeding the term of the TUSC.

A committee under paragraph one may propose the appointment of sub-committees to assist with work within the powers and duties of the committee.

The appointment under paragraphs one and two shall be signed by the President of the TUSC.

Campus committees

There shall be at least three standing committees or select committees of each Campus Student Council to carry out matters within the powers and duties of the Campus Student Council, with terms as determined by the Campus Student Council but not exceeding the term of the Campus Student Council.

A committee under paragraph one may propose the appointment of sub-committees to assist with work within the powers and duties of the committee.

The appointment under paragraphs one and two shall be signed by the President of the Campus Student Council.

Inviting outside participants

The TUSC may invite University personnel, full-time faculty members, or persons of relevant expertise to attend its meetings to give opinions or advice on matters within the powers and duties of the TUSC.

Attendance and loss of membership

A member of the TUSC must attend meetings of the TUSC and of the Campus Student Councils regularly; where a member is unable to attend a meeting, that member shall submit a letter to the President of the TUSC or the President of the Campus Student Council, as the case may be, to request leave of absence from the meeting.

A member of the TUSC who is absent from meetings of the TUSC and the Campus Student Councils, combined, for more than three consecutive occasions shall vacate membership, and the President of the TUSC shall nominate the next-ranked person on the list of the student party concerned to fill the vacant position, submitting the nomination to the Rector within seven days from the date the vacancy became known.

Chapter 5: Term and vacation of office of members

Term and vacation of office

A member of the TUSC shall hold office for a term of one year at a time, from the date of appointment as a member of the TUSC.

In addition to vacating office upon expiry of the term under paragraph one, a member of the TUSC vacates office upon:

  • (1)
    death;
  • (2)
    resignation;
  • (3)
    being subject to severe student disciplinary punishment;
  • (4)
    lacking the qualifications or having a prohibited characteristic;
  • (5)
    ceasing to have the status of a student of the University;
  • (6)
    being absent from meetings for more than three consecutive occasions, under section 33.

Title 3: The Thammasat University Student Union ("TUSU")

Chapter 1: General

Composition of the TUSU

The TUSU comprises:

  • (1)
    the TUSU Executive Committee;
  • (2)
    the Faculty Student Committees;
  • (3)
    the student activity clubs;
  • (4)
    the Student Dormitory Committee.

Chapter 2: The TUSU Executive Committee

Division 1: Composition

Campus executive committees

There shall be the following Campus TUSU Executive Committees:

  • (1)
    the TUSU Executive Committee, Tha Prachan Campus;
  • (2)
    the TUSU Executive Committee, Rangsit Campus;
  • (3)
    the TUSU Executive Committee, Lampang Campus.

Where there is any other campus established by the University, there shall also be a TUSU Executive Committee for that campus.

Composition

In the TUSU, there shall be a TUSU Executive Committee, comprising:

  • (1)
    the President of the TUSU;
  • (2)
    the Vice-President of the TUSU, Tha Prachan Campus;
  • (3)
    the Vice-President of the TUSU, Rangsit Campus;
  • (4)
    the Vice-President of the TUSU, Lampang Campus;
  • (5)
    the Secretary-General of the TUSU;
  • (6)
    the TUSU committee member for external affairs;
  • (7)
    the TUSU committee member for planning and budget;
  • (8)
    the TUSU committee member for the protection of rights and promotion of student welfare;
  • (9)
    the TUSU committee member for student activities;
  • (10)
    the TUSU committee member for rules and regulations;
  • (11)
    the TUSU committee member for public relations.

The President of the TUSU under (1) must be an undergraduate student elected by the students.

Where there is an additional TUSU Executive Committee under section 36, paragraph two, the Vice-President of the TUSU of that campus shall also be a committee member under paragraph one.

A Vice-President of the TUSU under paragraph one must be an undergraduate student studying in the campus for which that person was elected.

The Secretary-General and the other committee members under (5) to (11) must be undergraduate students, appointed by the Rector on the proposal of the President of the TUSU.

Campus committee composition

The Campus TUSU Executive Committee comprises:

  • (1)
    the Vice-President of the TUSU of that campus;
  • (2)
    the Secretary-General of the TUSU of that campus;
  • (3)
    the TUSU committee member for planning and budget;
  • (4)
    the TUSU committee member for sports and health promotion;
  • (5)
    the TUSU committee member for arts and culture;
  • (6)
    the TUSU committee member for public service;
  • (7)
    the TUSU committee member for religion and ethics;
  • (8)
    such other TUSU committee members, numbering no more than 4 further persons.

Division 2: Powers and duties of the TUSU Executive Committee

Powers and duties

The TUSU Executive Committee has the following powers and duties, including responsibilities:

  • (1)
    to administer all affairs relating to the TUSU without contravening the law, this Regulation, the rules, or the orders of the University;
  • (2)
    to determine the annual student-activity plans, projects, and budget of the TUSU Executive Committee, the TUSC, the Election Commission, and the clubs, and to submit them to the TUSC for approval;
  • (3)
    to propose student-activity rules for the administration of student activities under this Regulation to the TUSC for approval;
  • (4)
    to cooperate with, coordinate with, and promote the operation of the Faculty Student Committees and the Student Dormitory Committee;
  • (5)
    to supervise and oversee the operation of the Campus TUSU Executive Committees and the clubs;
  • (6)
    to prepare and report on project implementation, annual operations, and income-and-expenditure accounts, as well as the assets, of the TUSU Executive Committee and the Campus TUSU Executive Committees, to the TUSC, and to complete this within 30 days before the end of the fiscal year;
  • (7)
    to propose opinions to the TUSC, the Rector, or the University Council on matters affecting students.

Powers and duties at campus level

The Campus TUSU Executive Committee has the following powers and duties, including responsibilities:

  • (1)
    to administer all affairs relating to the TUSU at campus level without contravening the law, this Regulation, the rules, or the orders of the University;
  • (2)
    to determine the policy, plans, and budget for carrying out student activities of the Campus TUSU Executive Committee, and to submit them to the TUSU Executive Committee for consideration;
  • (3)
    to cooperate with, coordinate with, and promote the operation of the Faculty Student Committees and the clubs within that campus;
  • (4)
    to propose opinions to the TUSU Executive Committee on matters affecting students studying in that campus;
  • (5)
    such other powers as are assigned by the TUSU Executive Committee.

Division 3: Term and vacation of office

Term and vacation of office

The TUSU Executive Committee and the Campus TUSU Executive Committees shall hold office for a term of 1 year.

In addition to vacating office at the end of the term under paragraph one, a member of the TUSU Executive Committee and a member of a Campus TUSU Executive Committee vacate office when:

  • (1)
    death;
  • (2)
    resignation;
  • (3)
    being subject to severe student disciplinary punishment;
  • (4)
    losing the qualifications or having a prohibited characteristic;
  • (5)
    ceasing to have the status of a student of the University;
  • (6)
    in the case of a member of a Campus TUSU Executive Committee, ceasing to have the status of a student studying in the campus for which that person is a member of the Campus TUSU Executive Committee.

Where the term of the President of the TUSU expires or the President vacates office, the committee members of the TUSU Executive Committee under section 37 (5) to (11) shall also vacate office.

Where the term of a Vice-President of the TUSU of a campus expires or that Vice-President vacates office, the Campus TUSU Executive Committee of that campus shall also vacate office.

Division 4: Election of the President and Vice-Presidents

Election procedure

The criteria and procedure for conducting the election of the President of the TUSU and the Vice-Presidents of the TUSU of each campus shall be as provided in this Regulation, or as determined by the Rector, on the proposal of the Election Commission, issued as a notice of the University.

Electorate

A person entitled to vote in the election of the President of the TUSU must have the status of a student and be studying at undergraduate level at the University.

An undergraduate student studying in any campus is entitled to vote in the election of the Vice-President of the TUSU of the campus in which that student is studying.

Eligibility to stand

A person entitled to apply for election as the President of the TUSU or a Vice-President of the TUSU must have the following qualifications and must not have the following prohibited characteristics:

  • A.
    Qualifications
    • (1)
      being an undergraduate student;
    • (2)
      having an academic record of not lower than 2.00;
    • (3)
      having studied at the University for no more than 4 academic years in the case of a curriculum with a duration of study of 4 academic years, no more than 5 academic years in the case of a curriculum with a duration of study of 5 academic years, or no more than 6 academic years in the case of a curriculum with a duration of study of 6 academic years.
  • B.
    Prohibited characteristics
    • (1)
      having been subject to student disciplinary punishment within the one-year period before the date of applying for election;
    • (2)
      being a member of the TUSC;
    • (3)
      being a member of a Faculty Student Committee, a member of the Student Dormitory Committee, or a member of a club executive committee;
    • (4)
      being, or having been, a member of the Election Commission within the one-year period before the date of applying for election;
    • (5)
      having such other prohibited characteristics as the Rector determines by issuing a notice of the University.

By-election before term ends

When fewer than 60 days remain in the term of office of the President of the TUSU or a Vice-President of the TUSU of a campus, the Rector shall issue a notice of the University providing for a new general election of the President of the TUSU or the Vice-President of the TUSU of that campus to be held.

Division 5: Operation

Powers of the President

The President of the TUSU is the representative of the TUSU, and has the following powers and duties, including responsibilities:

  • (1)
    to be responsible for the administration of, and to supervise and oversee the operation of, the TUSU;
  • (2)
    to act as chairperson of the meetings of the TUSU Executive Committee;
  • (3)
    to determine the powers and duties of the members of the TUSU Executive Committee under section 37 (5) to (11), by issuing a notice of the TUSU;
  • (4)
    such other powers and duties as are assigned by the Rector or the Vice-Rector for Student Affairs.

Powers of a Vice-President

The Vice-President of the TUSU of a campus is the representative of the Campus TUSU Executive Committee, and has the following duties:

  • (1)
    to be responsible for the administration of, and to supervise and oversee the operation of, the Campus TUSU Executive Committee;
  • (2)
    to act as chairperson of the meetings of the TUSU at that campus;
  • (3)
    to assist the President of the TUSU in the administration of the TUSU;
  • (4)
    to determine the powers and duties of the Campus TUSU Executive Committee under section 38 (2) to (8), by issuing a notice of the TUSU of that campus;
  • (5)
    such other powers and duties as are assigned by the Rector or the Vice-Rector for Student Affairs.

Acting President

Where there is no person holding the position of President of the TUSU, or there is such a person but that person is unable to perform the duties, the Vice-President of the TUSU, Rangsit Campus, shall act in that person's place. If there is no person holding the position of President of the TUSU and no person holding the position of Vice-President of the TUSU, Rangsit Campus, or neither is able to perform the duties, the Vice-President of the TUSU, Tha Prachan Campus, shall act as the President of the TUSU in that person's place. If there is no person holding the position of President of the TUSU, Vice-President of the TUSU, Rangsit Campus, and Vice-President of the TUSU, Tha Prachan Campus, or none is able to perform the duties, the Vice-President of the TUSU, Lampang Campus, shall act as the President of the TUSU in that person's place.

Assistants and sub-committees

The TUSU Executive Committee and the Campus TUSU Executive Committees have the power to propose the appointment of assistants or sub-committee members to assist with work falling within their powers and duties, including responsibilities.

The appointment under paragraph one shall be signed by the President of the TUSU or the Vice-President of the TUSU of the campus, as the case may be, and issued as a notice of the TUSU or a notice of the TUSU of that campus, as the case may be.

Division 6: Meetings

Setting the agenda

The President of the TUSU or a Vice-President of the TUSU, as the case may be, shall determine the agenda for the meetings of the TUSU Executive Committee or the Campus TUSU Executive Committee, as the case may be.

A member of the TUSU Executive Committee or a member of a Campus TUSU Executive Committee may propose a matter for inclusion in the meeting agenda, by making a written submission to the President of the TUSU or the Vice-President of the TUSU, as the case may be.

Quorum

At a meeting of the TUSU Executive Committee or a Campus TUSU Executive Committee, no fewer than one-half of the total number of committee members of the TUSU Executive Committee then in office must attend for a quorum to be constituted.

The operation and meetings of the TUSU Executive Committee, save as otherwise provided in this Chapter, shall be conducted in accordance with the student-activity rules on the operation and meetings of the TUSU Executive Committee, with the approval of the TUSC.

The operation and meetings of a Campus TUSU Executive Committee shall apply the rules under paragraph two, mutatis mutandis.

Chair and voting

The President of the TUSU or a Vice-President of the TUSU, as the case may be, shall act as chairperson of the meetings of the TUSU Executive Committee or the Campus TUSU Executive Committee, as the case may be, and shall have the duty to conduct the meeting in an orderly manner.

A resolution of the TUSU Executive Committee or a Campus TUSU Executive Committee shall be decided by a majority vote of the committee members attending the meeting. In the case of a tied vote, the chairperson of the meeting shall have the deciding vote.

Chapter 3: Faculty Student Committees

Division 1: Composition

Composition

The Dean shall arrange for there to be at least one Faculty Student Committee, with the composition of the Faculty Student Committee as determined by the Dean, by issuing a faculty-unit notice.

Where a Faculty has more than one Faculty Student Committee, the Dean shall arrange for the election of one student committee member to represent the Faculty Student Committees at Faculty level, for the purpose of attending meetings with the TUSU, the TUSC, or the University, by issuing a faculty-unit notice.

Division 2: Qualifications of the chair and members

Qualifications

A member of a Faculty Student Committee must have the following qualifications and must not have the following prohibited characteristics:

  • A.
    Qualifications
    • (1)
      being an undergraduate student;
    • (2)
      having an academic record of not lower than 2.00, unless the Faculty has determined otherwise, in which case not lower than 2.00;
    • (3)
      having studied at the University for no more than 4 academic years in the case of a curriculum with a duration of study of 4 academic years, no more than 5 academic years in the case of a curriculum with a duration of study of 5 academic years, or no more than 6 academic years in the case of a curriculum with a duration of study of 6 academic years.
  • B.
    Prohibited characteristics
    • (1)
      having been subject to student disciplinary punishment within the one-year period before the date of applying for election;
    • (2)
      being a member of the TUSC, a member of the TUSU Executive Committee, a member of the TUSU Executive Committee at campus level, a member of the Student Dormitory Committee, or a member of a club executive committee;
    • (3)
      being, or having been, a member of a Faculty-level election committee within the one-year period before the date of applying for election;
    • (4)
      having such other prohibited characteristics as the Dean determines by issuing a faculty-unit notice.

Division 3: Election of the chair

Electorate

A person entitled to vote in the election of the chairperson of a Faculty Student Committee must have the status of an undergraduate student currently studying in that Faculty.

Election procedure

The criteria and procedure for conducting the election of the chairperson of a Faculty Student Committee shall be as determined by the Dean, by issuing a faculty-unit notice.

Division 4: Powers and duties

Powers and duties

The Faculty Student Committee has the following duties and responsibilities:

  • (1)
    to propose opinions to the TUSU, the TUSC, or the Dean, on matters affecting the students of the Faculty;
  • (2)
    to administer all activities relating to the activities of the students in the Faculty;
  • (3)
    to supervise, monitor, and examine the operation of Faculty-level student activity clubs;
  • (4)
    to perform such other duties as are assigned by the Dean.

Division 5: Term and vacation of office

Term of office

The chairperson of a Faculty Student Committee shall hold office for a term of 1 year.

When the term of the chairperson of the Faculty Student Committee expires or the chairperson vacates office, the members of the Faculty Student Committee shall also vacate office.

Vacation of office

A member of a Faculty Student Committee vacates office when:

  • (1)
    death;
  • (2)
    resignation;
  • (3)
    being subject to severe student disciplinary punishment;
  • (4)
    losing the qualifications or having a prohibited characteristic;
  • (5)
    ceasing to have the status of a student of the Faculty.

Division 6: Oversight

Oversight by the Dean

The Dean shall supervise and oversee the operation of the Faculty Student Committee to ensure that it accords with this Regulation, and with the regulations or notices of the Faculty or the University. In the case of a dispute in the course of operations that may cause damage to the common interest, the Dean shall consider the matter, and once the Dean has reached a decision, the Faculty Student Committee and persons concerned shall comply with that decision.

Chapter 4: Student activity clubs

Types of clubs

A student activity club is an association of undergraduate students of the University formed to carry out student activities in a particular field under this Regulation, divided into the following types of club:

  • (1)
    sports and health-promotion activity clubs;
  • (2)
    public-service activity clubs;
  • (3)
    academic activity clubs;
  • (4)
    religious and ethics activity clubs;
  • (5)
    arts and culture activity clubs.

Forming a club

To form a club, no fewer than 50 undergraduate students of the University, drawn from various Faculties, must submit a petition to the TUSU Executive Committee, together with the following documents for the club's establishment:

  • (1)
    the club rules;
  • (2)
    the list of names of the students who have signed to form the club;
  • (3)
    the list of names of the first club executive committee;
  • (4)
    the minutes of the club's founding meeting.

Club rules

The club rules must at least comprise:

  • (1)
    the name of the student activity club, which must include the word "club" as part of its name;
  • (2)
    the type of the club and its objectives;
  • (3)
    membership and cessation of membership;
  • (4)
    the club's income;
  • (5)
    the club executive committee.

Approval of a new club

When the TUSU Executive Committee receives a petition to form a student activity club, the TUSU Executive Committee shall consider it; if it approves the formation of the club, it shall submit the matter to the TUSC for approval.

Once the TUSC has approved the matter, the TUSC shall report the result to the Rector for the club to be established.

The TUSU Executive Committee and the TUSC may request documents from, or summon, the club chairperson or persons concerned to attend and give explanations for the purpose of their consideration under paragraph one.

Club membership limit

A student is entitled to be a member of no more than 5 student activity clubs.

Upon ceasing to be a student of the University, resigning, or ceasing to be a member under the club's regulation, this shall constitute the termination of that person's membership of the student activity club.

Club annual general meeting

The club executive committee must arrange for the club's annual general meeting to be held within 60 days before the end of the second semester of the academic year, to consider the results of the club's operations and to elect the club executive committee.

At the club's annual general meeting, no fewer than one-half of the total number of members must attend for a quorum to be constituted.

Within 30 days from the date of the club's annual general meeting, the club executive committee shall report the club's annual operating results and the results of the club's annual general meeting to the President of the TUSU, and shall submit the names of the persons elected as the club chairperson and club executive committee members to the President of the TUSU for appointment as the club executive committee.

Club committee qualifications

A member of the club executive committee must be a member of that club, and must have the following qualifications and must not have the following prohibited characteristics:

  • A.
    Qualifications
    • (1)
      being an undergraduate student;
    • (2)
      having an academic record of not lower than 2.00;
    • (3)
      having studied at the University for no more than 4 academic years in the case of a curriculum with a duration of study of 4 academic years, no more than 5 academic years in the case of a curriculum with a duration of study of 5 academic years, or no more than 6 academic years in the case of a curriculum with a duration of study of 6 academic years.
  • B.
    Prohibited characteristics
    • (1)
      having been subject to student disciplinary punishment within the one-year period before the date of applying for election;
    • (2)
      being a member of the TUSC, a member of the TUSU Executive Committee, a member of the TUSU Executive Committee at centre level, a member of the Faculty Student Committee, or a member of the Student Dormitory Committee.

Club committee

The club executive committee shall hold office for a term of 1 year, and shall comprise:

  • (1)
    the club chairperson;
  • (2)
    the club vice-chairperson;
  • (3)
    the club secretary;
  • (4)
    no more than 4 further committee members.

Where the club executive committee's term expires, the club chairperson and the members of the club executive committee shall continue to perform their duties until a new club executive committee is appointed.

Club annual report

The club executive committee must prepare and report on the results of project implementation, its annual operations, its income-and-expenditure accounts, and the club's assets to the TUSC, and must complete this within 30 days before the end of the fiscal year.

Once the TUSC has considered the report under paragraph one, the TUSC shall summarise that report and submit it to the University for further consideration.

Club advisory committee

The Rector or the Vice-Rector for Student Affairs shall appoint a club advisory committee according to the type of activity club, as proposed by the Student Affairs division.

The club advisory committee under paragraph one has the duty to give advice, guidance, and assistance to the club executive committee, so that the club's operations accord with the objectives of the club's founding.

Dissolution of a club

A student activity club shall be dissolved for any of the following reasons:

  • (1)
    its membership falls below 50 persons;
  • (2)
    the club's members resolve, by a vote of no fewer than two-thirds, to dissolve the club;
  • (3)
    the TUSU Executive Committee proposes to the TUSC that it consider dissolving the club;
  • (4)
    the TUSC resolves to dissolve the club on the ground that the club has not carried out activities in accordance with its objectives, or has not operated in accordance with the club's regulation, for a period of 1 year.

Once dissolution has been considered under paragraph one, the TUSC shall propose to the Rector that the Rector consider ordering the dissolution of that club.

Chapter 5: The Student Dormitory Committee

Division 1: Composition

Composition

There shall be a Student Dormitory Committee, comprising a chairperson who is an undergraduate student elected by the students of the dormitory, and other committee members, who are undergraduate students, numbering no more than 14 further persons.

Division 2: Qualifications

Qualifications

A member of the Student Dormitory Committee must have the following qualifications and must not have the following prohibited characteristics:

  • A.
    Qualifications
    • (1)
      being an undergraduate student;
    • (2)
      having an academic record of not lower than 2.00;
    • (3)
      being a student who resides in a student dormitory of the University;
    • (4)
      having studied at the University for no more than 4 academic years in the case of a curriculum with a duration of study of 4 academic years, no more than 5 academic years in the case of a curriculum with a duration of study of 5 academic years, or no more than 6 academic years in the case of a curriculum with a duration of study of 6 academic years.
  • B.
    Prohibited characteristics
    • (1)
      having been subject to student disciplinary punishment within the one-year period before the date of applying for election;
    • (2)
      being a member of the TUSC, a member of the TUSU Executive Committee, a member of the TUSU Executive Committee at centre level, a member of the Faculty Student Committee, or a member of a club executive committee;
    • (3)
      being, or having been, a member of a Faculty-level election committee within the one-year period before the date of applying for election;
    • (4)
      having such other prohibited characteristics as the Vice-Rector for Student Affairs determines by issuing a Student Affairs division notice.

Division 3: Election of the chair

Electorate

A person entitled to vote in the election of the chairperson of the Student Dormitory Committee must have the status of a student residing in a student dormitory of the University.

The criteria and procedure for conducting the election of the chairperson of the Student Dormitory Committee shall be as determined by the Vice-Rector for Student Affairs, issued as a Student Affairs division notice.

By-election before term ends

When fewer than 60 days remain in the term of office of the chairperson of the Student Dormitory Committee, the Vice-Rector for Student Affairs shall arrange for a new election of the chairperson of the Student Dormitory Committee to be held.

Division 4: Powers and duties

Powers and duties

The Student Dormitory Committee has the following duties and powers, including responsibilities:

  • (1)
    to propose opinions to the TUSU, the TUSC, the Rector, or the University Council on matters affecting dormitory students;
  • (2)
    to administer all affairs relating to the activities of dormitory students;
  • (3)
    to supervise, monitor, and examine the operation of dormitory student activity clubs;
  • (4)
    to perform such other duties as are assigned by the advisory committee to the Student Dormitory Committee or the Dormitory Executive Committee.

The chairperson of the Student Dormitory Committee has the duty to act as the representative of dormitory students and to be responsible for the operation of the Student Dormitory Committee.

Division 5: Term and vacation of office

Term and vacation of office

The chairperson of the Student Dormitory Committee shall hold office for a term of 1 year.

In addition to vacating office at the end of the term, the chairperson of the Student Dormitory Committee vacates office when:

  • (1)
    death;
  • (2)
    resignation;
  • (3)
    being subject to severe student disciplinary punishment;
  • (4)
    losing the qualifications or having a prohibited characteristic;
  • (5)
    ceasing to have the status of a dormitory student.

When the term of the chairperson of the Student Dormitory Committee expires or the chairperson vacates office, the members of the Student Dormitory Committee shall also vacate office.

Division 6: Oversight

Oversight

There shall be an advisory committee to the Student Dormitory Committee, appointed by the Rector or the Vice-Rector for Student Affairs.

The committee under paragraph one has the duty to supervise and oversee the operation of the Student Dormitory Committee to ensure that it accords with this Regulation, and with the regulations or notices of the University. In the case of a dispute in the course of operations that may cause damage to the common interest, the committee shall consider the matter, and once it has reached a decision, the Student Dormitory Committee and persons concerned shall comply with that decision.

Title 4: The Election Commission

Composition

The Election Commission comprises 9 undergraduate students who have been sought out and nominated as members in accordance with this Regulation.

Term of office

A member of the Election Commission shall hold office for a term of 1 year from the date of appointment, and may hold office for no more than 2 consecutive terms.

In addition to vacating office at the end of the term, a member of the Election Commission vacates office when:

  • (1)
    death;
  • (2)
    resignation;
  • (3)
    being subject to severe student disciplinary punishment;
  • (4)
    losing the qualifications or having a prohibited characteristic;
  • (5)
    ceasing to have the status of a student of the University.

A member of the Election Commission appointed to replace a member who has vacated office shall hold office only for the remainder of the term of the member he or she replaces.

Qualifications

A member of the Election Commission must have the following qualifications and must not have the following prohibited characteristics:

  • A.
    Qualifications
    • (1)
      being a student;
    • (2)
      having an academic record of not lower than 2.00.
  • B.
    Prohibited characteristics
    • (1)
      having studied at the University for more than 4 academic years in the case of a curriculum with a duration of study of 4 academic years, more than 5 academic years in the case of a curriculum with a duration of study of 5 academic years, or more than 6 academic years in the case of a curriculum with a duration of study of 6 academic years;
    • (2)
      having been subject to student disciplinary punishment within the one-year period before the date of applying for election;
    • (3)
      being under student disciplinary proceedings;
    • (4)
      being a member of the TUSC, the TUSU Executive Committee, the TUSU Executive Committee at centre level, the chairperson or a member of the Faculty Student Committee, the chairperson or a member of the Student Dormitory Committee, or the chairperson or a member of a student activity club;
    • (5)
      having such other prohibited characteristics as the Rector determines by issuing a University notice.

Selection process

The seeking-out of members of the Election Commission shall be in accordance with the criteria and procedure determined by the Vice-Rector for Student Affairs, under consultation with the President of the TUSU and the President of the TUSC.

Approval by the TUSC

A person sought out and selected as a member of the Election Commission must receive the approval of the TUSC by a vote of more than one-half before being submitted to the Rector for consideration of appointment.

Where approval is not obtained under paragraph one, if the Student Affairs Committee approves, by a vote of two-thirds of the Student Affairs Committee, that the same person hold the position of member of the Election Commission, the matter shall be submitted to the Rector for appointment without the need to seek the approval of the TUSC again.

Chairperson and secretary

Once appointed as members of the Election Commission, the Election Commission shall select one member to be the chairperson and another member to be the secretary of the Commission.

The chairperson of the Commission under paragraph one acts as the representative of the Election Commission and is the chairperson of its meetings.

The secretary of the Election Commission has the duty of responsibility for the general administrative work of the Election Commission, as well as such other work as is assigned by the chairperson of the Election Commission.

Powers and duties

The Election Commission has the following duties and powers, including responsibilities:

  • (1)
    to propose rules concerning the operation and meetings of the Election Commission to the TUSC for approval;
  • (2)
    to propose the criteria and procedure for the election of members of the TUSC, the President of the TUSU, and a Vice-President of the TUSU, to the Rector or the Vice-Rector for Student Affairs, for issuance as a University notice, under consultation with the President of the TUSC and the President of the TUSU;
  • (3)
    to arrange or conduct the election of members of the TUSC, the President of the TUSU, and a Vice-President of the TUSU, under this Regulation;
  • (4)
    to control the election of members of the TUSC, the President of the TUSU, and a Vice-President of the TUSU, and any referendum under this Regulation, to ensure that they are conducted honestly and fairly; a referendum shall be proposed by the TUSU Executive Committee, with the approval of the TUSC;
  • (5)
    to control, examine, and compile the membership registers of student parties standing for election to the TUSC, the President of the TUSU, or a Vice-President of the TUSU, under this Regulation;
  • (6)
    to supervise, control, and oversee the operation, and the approval and authorisation, within its powers and duties, of matters concerning the budget, materials and equipment, documents of all kinds, working spaces, and public-relations media and other electronic media, of the TUSC or the TUSU, during the period of an election until the appointment of a new TUSC or TUSU, as the case may be, taking up office;
  • (7)
    such other duties as are assigned by the Rector or the Vice-Rector for Student Affairs.

The Election Commission shall determine rules for carrying out the matters under (4), (5), and (6), by submitting them to the TUSC for approval.

Student parties

A student who stands for election to the TUSC, the President of the TUSU, or a Vice-President of the TUSU under this Regulation must belong to a student party, and a student party must have no fewer than 50 students as members and must have duly completed the registration of the party's establishment with the Election Commission.

The criteria, procedure, and requirements relating to the establishment of a student party under this Regulation shall be as determined by the Rector, on the proposal of the Election Commission, issued as a University notice.

Title 5: Oversight of student activities

University oversight

The Rector or the Vice-Rector for Student Affairs shall supervise and oversee the conduct of student activities to ensure that it accords with this Regulation, and with the regulations or notices of the University.

For the purposes of paragraph one, the Rector or the Vice-Rector for Student Affairs has the power to issue a University notice determining criteria and procedures for the control, supervision, or oversight of the conduct of activities under this Regulation, so that it is conducted correctly, rigorously, and in a manner that can be examined.

Suspension pending investigation

Where a student holding a position under this Regulation is accused of an offence under the University Regulation on Student Discipline and an investigation committee has been established against that student, the Vice-Rector for Student Affairs may order the accused person to suspend performance of duty on a temporary basis, if continuing to perform the duty would result in serious damage to the University arising from that accusation, until the outcome of the consideration is complete, and this shall be issued as a Student Affairs division notice.

Student Affairs Committee

There shall be a Student Affairs Committee, comprising the Vice-Rectors, Assistant Rectors, Deputy Deans, or Assistant Deans who have the duty of overseeing student affairs work of the University, of a Faculty, or of a college, the Director of the Student Affairs Division, and other members appointed by the Rector on the recommendation of the Vice-Rector for Student Affairs.

The committee under paragraph one has the duties and powers, including responsibilities, of supervising and overseeing the living conditions and welfare of students and the provision of various services, so as to achieve efficiency, promptness, and correctness, and to fulfil the highest goals under University policy, together with such other duties as are provided under the Regulations, rules, notices, and orders of the University.

Transitional provisions

Existing TUSCs

A TUSC existing before the date this Regulation comes into force shall perform its duties as the TUSC, the TUSC, Tha Prachan Campus, the TUSC, Rangsit Campus, or the TUSC, Lampang Campus, under this Regulation, as the case may be.

The President of the TUSC, the Vice-Presidents of the TUSC, the Secretary-General of the TUSC, and members of the TUSC holding office before the date this Regulation comes into force shall continue to perform their duties under this Regulation until a new set of members of the TUSC is appointed.

Existing TUSU

The TUSU existing before the date this Regulation comes into force shall perform its duties as the TUSU, the TUSU, Tha Prachan Campus, the TUSU, Rangsit Campus, or the TUSU, Lampang Campus, under this Regulation, as the case may be.

The President of the TUSU, a Vice-President of the TUSU, members of the TUSU Executive Committee, and other positions on the TUSU Executive Committee held before the date this Regulation comes into force shall continue to perform their duties under this Regulation until a new TUSU Executive Committee is appointed.

Existing Faculty Student Committees

A Faculty Student Committee existing before the date this Regulation comes into force shall perform its duties as a Faculty Student Committee under this Regulation.

The chairperson and members of a Faculty Student Committee, and other positions on a Faculty Student Committee, held before the date this Regulation comes into force shall continue to perform their duties under this Regulation until a new Faculty Student Committee is appointed.

Existing clubs

A student activity club established under a former Regulation, rule, or notice of the University shall proceed under section 63 to prepare a draft of the club's rules under this Regulation within 45 days from the date this Regulation comes into force, for submission to the President of the TUSU, so that the TUSU Executive Committee may examine it and seek approval from the TUSC.

Where a student activity club fails to complete this within the period under paragraph one, that student activity club shall be dissolved.

Election of dormitory chair

The Vice-Rector for Student Affairs shall arrange for the election of the chairperson of the Student Dormitory Committee under this Regulation to be completed within 60 days from the date this Regulation comes into force.

First Election Commission

The Vice-Rector for Student Affairs shall carry out the seeking-out of the Election Commission under this Regulation to be completed within 60 days from the date this Regulation comes into force, for the TUSC to consider giving its approval.
